The High-level Forum on Dam Safety and Risk Management was successfully held in Beijing on September 24-25, 2011. The forum was sponsored by Chinese Academy of Engineering (CAE) and State Foreign Expert Bureau, and co-sponsored by Chinese National Committee on Large Dams (CHINCOLD), China Institute of Water Resources and Hydropower Research (IWHR), China Hydropower Engineering Consulting Group Corporation (CHECC) and China Three Gorges Corporation. High-level officers attending the Forum included President of CAE Zhou Ji, Vice President of CAE Fan Daiming, Academician of CAE Lu Youmei (Honorary President of CHINCOLD), President of CHINCOLD Wang Shucheng and Deputy Minister of Ministry of Water Resources (MWR) Hu Siyi. Other VIP participants included Vice General Manager of China Three Gorges Corporation (CTGPC) Fan Qixiang, Vice President of CHINCOLD Kuang Shangfu (President of IWHR), Vice President of CHINCOLD Jia Jinsheng (President of International Commission on Large Dams and Vice President of IWHR), Chief Engineer of CHECC Zhou Jianping, President of Changjiang Institute of Survey, Planning, Design and Research Niu Xinqiang, President of Dadu River Hydropower Development Co., Ltd. Liu Jinhuan, President of International Hydropower Association (IHA) Refaat Abdel-Malek, and Director General of Department of International Cooperation, Science and Technology of MWR Qiao Shishan, etc. In total, more than 150 participants joined the Forum.
Academician Lu Youmei chaired the opening ceremony; meanwhile, Mr. Zhou Ji, Mr. Wang Shucheng, Mr. Hu Siyi and Mr. Kuang Shangfu gave the opening speeches. In their speeches, it was pointed out that we need to build dams and reservoirs for optimizing water resource allocation and promoting sustainable socioeconomic development. As China is currently at the peak of dam construction and hydropower development, a large group of high dams and large reservoirs are under construction and to be constructed in Southwest China, with both engineering scale and technical difficulty at the forefront of the world. It is urgent to conduct key technical research on dam safety and risk management. The forum was held in a timely manner for such a purpose.

The Forum invited 19 international and domestic top experts to make keynote speeches on seismic safety of high dams, safety of 300m-level high dams, dam risk management, dams under climate change, etc. Lessons and experience from the past dam development in countries like China, US, France, Austria, Canada, Switzerland, UK, Colombia, etc. as well as the latest progress were shared with all the participants.

Special Discussion Session was held in the afternoon on Sep. 25th. Vice President of CAE Fan Daiming attended the session and delivered an important speech. The discussion focused on the following four topics: 1. dam safety and risk management; 2. construction and safety for high rockfill dams; 3. construction and safety for high concrete dams; 4. seismic safety of high dams.
