The 79^th Executive Meeting of International Commission on Large Dams (ICOLD) was held at Lucerne, Switzerland on June 3^rd, 2011. Dr. Jia Jinsheng, President of ICOLD, Vice President and Secretary General of CHINCOLD chaired the meeting. The participating Vice Presidents of ICOLD included Mr. Alberto MARULANDA (Columbia), Mr. Peter MULVIHILL (New Zealand), Mr. Giovanni Ruggeri（Italy），Mr. Imo EKPO (Nigeria), Mr. Pham Hong Giang (Vietnam) , W. FLOEGEL (Austria), and also with the participation of Mr. Michel DE VIVO (France), Secretary General of ICOLD. Prof. Xu Zeping, representing CHINCOLD, attended the meeting .

In the meeting, the minutes for the 78^th ICOLD Executive Meeting in Vietnam in 2010 were passed. Two new vice-presidents of ICOLD were elected through voting. Mr. Alejandro PUJOL, Chairman of Dam Surveillance Committee of ICOLD, Member of Argentine Committee on Large Dams, was elected as Vice-President in charge of the area of America Continent; meanwhile, Mr. Hiroshi Yoshikoshi, President of Japan Commission on Large Dams (JCOLD) was elected as Vice-President in Asia. Through voting process, the meeting came to the consensus of entitling Georgia, Armenia, Uzbekistan of 93^th, 94^th, 95^th membership. Later on, it also passed the new constitutions and supplementary regulations of ICOLD. Besides, US Society on Dams (USSD) was admitted to host the 81^st Annual Meeting at Seattle, 2013.

During this meeting, JCOLD had a presentation on the process of the preparation for the 24^th ICOLD Congress at Kyoto, 2012. Sri Lanka, India, and Indonesia tended to apply for the hosting right of the Annual Meeting in 2014, which would be voted at the 80^th Annual Meeting in Japan, 2012. Norway attempted to compete for hosting the 25^th ICOLD Congress in 2015.

Also, seven technical reports submitted by relevant technical committees were successfully passed. The themes of these reports included dam surveillance, sustainable design of tailings dams, dam safety management in the operation phase, and so on.

Moreover, the proposal on establishing the technical committee on comprehensive operation and management of hydropower station and reservoir was discussed and approved. Mr. BI Yaxiong, Vice President of Three Gorges Corporation, was voted as the President of the Committee, consisting of the members from China, Columbia, Nigeria, Norway, Australia, Brazil, Canada, Egypt, France, Germany, Japan, Russia, Switzerland and USA.

During the meeting, Jia Jinsheng met with Mr. G. Sherali, Minister of Tadzhikistan Ministry of Energy and Industry , Mr. M. Rogers, President of USSD, Mr. T. Sakamoto, President of JCOLD, and Mr. E. Carvalho, President of Brazilian Committee on Large Dams, etc. In the conversation of Mr. G. Sherali, Dr.Jia Jinsheng invited Tadzhikistan into ICOLD to expand the cooperation on dam construction and hydropower development. Furthermore, Jia Jinsheng had respectively discussions with Mr. M. Rogers of USSD on establishing milestone award for high concrete Dams, and with Mr. T. Sakamoto of JCOLD on the issues of the 24^th ICOLD Congress at Kyoto, 2012, and with Mr. E. Carvalho of Brazilian Committee on Large Dams on the matters of the 2^nd International Symposium on Rockfill Dams. After the meeting, Dr. Jia Jinsheng was interviewed by local journalists and lately participated in the Asian branch meeting of the ICOLD in representative of CHINCOLD.
