7. Background of the Symposium
Japanese, Korean and Chinese National Committees of ICOLD (hereinafter called as JCOLD, KNCOLD and CHINCOLD respectively) have established “the East Asian Area Dam Conference”(hereinafter called as EADC) at the 72nd ICOLD Annual Meeting in Seoul, Korea in May 2004, with the aim of developing mutual cooperation on the resolution of dam issues, as these three countries are located closely geographically and share similar climatic conditions for water use and water resources development and many similar problems connected with dams.
The issue of sedimentation was taken up at the EADC as the main topic for discussion at the 1st EADC Symposium, as this was considered to be a subject that would contribute greatly to the resolution of one of the most difficult and serious dam issues that is being faced currently in the three countries.
Hosted by CHINCOLD and sponsored by KNCOLD and JCOLD at Xian, China in October 2004, the 1st EADC Symposium was a very successful event, and will be followed by the 2nd EADC Symposium in Japan in October 2005, which will continue the discussion of the sedimentation issue and other topics of interest to the three countries.
In the 1st EADC Symposium, other topics that were dealt with included, “Dam Engineering Technology on CFRD” (China) and “CSG Dam Engineering Technology” (Japan). It is proposed that the topics for discussion would include “Dam Rehabilitation” and “Measures for Reservoir Area Development” in addition to the main topics at the Tokyo Symposium in October 2005, since “Dam Rehabilitation” is currently very important for the maximum utilization of existing dams due to difficulty of new dam development, and the preparation of “Measures for Reservoir Area Development” is essential for getting public acceptance on the new dam construction.
The main topic of “Sediment Management and Dams” is a vital one in advancing a sustainable dam project. That is needed to cover a whole river basin from an upstream area down to a coastal area around an estuary. At the same time, a broader approach to an entire basin has to be made with regard to local geology, topology, vegetation and ecology, and comprehensive and systematic measures are being demanded to deal with such issues as forestation and soil erosion in the basin, degradation/sedimentation on riverbed, and coastal erosion.
In order to take an interdisciplinary approach to deal with sedimentation issues in the Symposium, the Japan Commission on Large Dams(JCOLD) has established an organization that will elicit the cooperation of academic societies including the Japan Society of Hydrology and Water Resources, the Ecology and Civil Engineering Society, and the Japan Society of Dam Engineers. Furthermore, based on the founding principle of the East Asian Area Dam Conference, members of the ICOLD Asian and Pacific groups and other international authorities will be invited to join the symposium as an international conference. Accordingly the 2nd EADC Symposium in Tokyo is named as “International Symposium on Sediment Management and Dams”
