THE INTERNATIONAL COMMISSION ON LARGE DAMS (ICOLD) |
The International Commission on Large Dams was founded in Paris, in 1928, upon the initiative of representatives from the United States of America, France, Great Britain, Italy, Romania and Switzerland, during the Congress of the International Union of Producers and Distributors of Electrical Energy (UNIPEDE).
The Objective of the Commission is to promote progress in the establishment of design, construction, operation and maintenance of large dams, by the collection and study of relevant data and questions.
As a non-profit organization, the Commission accomplishes its mission through the exchange of information between National Committees, by holding Annual Meetings and International Congresses and by the creation of Technical Committees of experts who organize and coordinate studies and tests. These different activities enable a great number of technical papers and reports to be published.
Under the direction of the President, the Central Office, located in Paris, handles the affairs of the Commission. With its collaboration the Congress is organized by the National Committee of the host country.
The first Congress was held in Stockholm, Sweden, in 1933. Subsequently Congresses have been held every 3 years, with the exception of the second world war period.
More than half a century of the Commissions activity, marked by 19 Congresses and 67 yearly Meetings, has led to the establishment of priceless scientific documentation regarding conception, operation and maintenance of large dams.
The Commission has contributed to the development of dam construction techniques, whose realization is closely related to the economic development of the particular country. Also, by organizing meetings and exchanges between specialists from all parts of the world responsible for constructing large-scale dams, with special regard to the safety aspect, it has promoted mutual understanding among peoples.
